  1. EDUCACIÓN AMBIENTAL SOBRE LAGUNA DE RINCÓN (1)

La Laguna de Rincón, conocida como Laguna de Cabral, es el embalse de agua “dulce” más grande e importante de toda la isla. Esta laguna, históricamente, ha servido como  fuente de vida para cientos de familias de las comunidades de Cabral, Cristóbal, El Peñón, Fundación, Mena, y en menor escala, de La Lista, El Naranjo y de Las Salinas.

Además de la razón expuesta más arriba, la laguna es extremadamente importante porque actúa como el recipiente del equilibrio hídrico de todas las aguas de infiltración subterránea qu

e vienen de las montañas al norte de Polo y del sureste y suroeste de Las Salinas y lo mismo pasa con los cerros de El Peñón, de Mena y de Cristóbal.

La cohesión-tensión de las finas columnas de agua que traen los capilares del suelo que vienen de esas montañas con el embalse de la laguna, provoca que el escurrir de dichas aguas se haga en forma lenta y continua; lo que permite una adecuada humedad en las zonas montañosas y un adecuado equilibrio en la laguna con la evaporación del agua.

Hace varios años la laguna tuvo un estiaje (lo mismo que el pasado año) y las actividades en ella se disminuyeron en forma drástica. Para ese entonces, un Ingeniero del INDRHI, oriundo de Cabral, propuso que lo mejor que se debía hacer era secar la laguna para convertir toda el área y sus suelos en proyectos agropecuarios, con siembras diversas y caminos internos para el trasporte de la producción.

Esa propuesta trajo una gran incertidumbre en los lugareños circunvecinos a la laguna y de ahí se propuso realizar una discusión técnica para valorar, entre lo conveniente de la propuesta del ingeniero del INDRHI (quien recordamos es familia de Jorge Abdala) y la propuesta de SOEBA, de que la laguna debía permanecer como un embalse de agua, tal y como había sido siempre.

El encuentro de discusión fue realizado en el Club Casino Nuevo Amanecer. El ingeniero explicó sobre unos estudios realizados por su institución y en ellos daba cuenta que con el tiempo, la laguna se secaría y que era mejor secarla antes, para crear en el área muchos campos de cultivos y áreas para ganadería. Ponderaba la posibilidad de que a cada comunidad se le repartieran esos predios y se asentaran familias en ellos.

Aparentemente, sus criterios tenían “base técnica”. Algunos “desarrollistas a ultranza” asumieron que los del INDRHI sí sabían lo que decían, en una alusión directa al personal de SOEBA, quienes no saben de eso, según decían y con ello dejaban ver su ironía.

Pues bien, le tocó a SOEBA contraponer los criterios expuestos. Y estos fueron nuestros argumentos: Si se seca la laguna se rompe el equilibrio hidrológico de toda la zona, incluido Polo, El Naranjo, Las Salinas, Cabral (en Cabral y Cachón nacen cerca de 40 riachuelos y arroyos provenientes de las montañas). No hay posibilidad de crear áreas agrícolas con los terrenos de la laguna, toda vez que la condición físico-química de los mismos los hacen salino-sódicos y en estos tipos de suelos, en todo el mundo, no existen 5 cultivos (léase bien), 5 cultivos que se puedan adaptar y producir.

Además, la condición de embalse de la laguna, que es una depresión en el terreno, imposibilita la irrigación adecuada, y no existe la posibilidad de drenar las aguas servidas, sino que se crearían charcos y zonas de anegamiento imposibles de eliminar, con el consiguiente aumento de la salinización por capilaridad. Como ven mis amigos, hablar de secar la laguna es un tremendo disparate sin ninguna base técnica.

En la discusión descrita precedentemente, se logró salvar la laguna y a toda la subregión de un colapso hidrológico que puede llevar a la desaparición del sistema ecológico de toda la zona y aún más, poner en extrema pobreza y en la peor miseria a los que viven de ella y cerca de ella. Esas son de las cosas que hacemos por el Desarrollo Sostenible.

Ahora es necesario que los que tienen la responsabilidad de mantener la laguna con vida y en función, que cumplan sus funciones y no la dejen languidecer por su descuido.

De colofón establecemos lo siguiente: un abogado, debe saber mucho de derecho y leyes, quizás de comunicación; un ingeniero sabe mucho de estructuras, de pesas y medidas y de materiales; un químico sabe mucho de compuestos, de moléculas y elementos; pero una persona que se adentra en la Ecología o en el medio ambiente está obligado a saber de agua, de suelos, de clima, de flora, de fauna, relaciones bióticas, evaluación y estudio ambiental, sostenibilidad, leyes ambientales, evolución, geografía, historia natural, sociología humana, etc., etc.

Decimos esto para que, los que se gozan desconociendo las interacciones entre áreas del conocimiento y de las consecuencias traídas por los factores causales, no sigan demostrando su ignorancia y a veces hasta sus estupideces, sólo porque algún ministro o funcionario les ha pagado y los ha comprado para que hagan de idiota y el hazmerreír.
