El Gobierno dominicano hace esfuerzos por alcanzar niveles de ingresos que le permitan superar la crisis sin asumir medidas que le obliguen a pasar por el Congreso Nacional.
Este martes el ministro Administrativo de la Presidencia, Ignacio Paliza, señala que los técnicos gubernamentales analizan si es recomendable que se realice una reforma fiscal, una orden que está contenida en la Estrategia Nacional de Desarrollo y que fue reactivada por el presidente Luis Abinader en octubre pasado, pero de la que hasta ahora no hay señales de avance.
“(La reforma fiscal) es un tema que los técnicos gubernamentales, llegado el momento, si es que efectivamente llega, tendrán que fijar posición y dar a conocer la visión sobre este tema”, dijo Paliza.
La frase contrasta con la de hace menos de dos semanas, cuando señaló que la reforma fiscal era “impostergable” porque el Gobierno se “encuentra atado en diferentes formas”.
La promesa del pacto fiscal nació con la Estrategia Nacional de Desarrollo 2030, una ley aprobada en el año 2012 que obligaba al Estado dominicano a realizar tres reformas puntuales: la educativa, la eléctrica y la fiscal.No se han aumentado impuestos
En el tránsito hacia las modificaciones tributarias, esta semana la Dirección General de Impuestos Internos (DGII) comunicó al sistema financiero, a través de la Asociación de Bancos Múltiples (ABA), que debía cobrarse el Impuesto sobre Registro y Conservación de 2 % en operaciones por encima de 1,813,632.2 pesos.
“No se ha aumentado ningún impuesto (…) Este es un impuesto que está establecido desde el año 2007. Lo que hemos hecho es enviar una comunicación a la Asociación de Bancos de República Dominicana pidiéndoles sencillamente que comuniquen a sus asociados que este impuesto está vigente”, dijo Luis Valdez, director general de Impuestos Internos durante una entrevista con un medio de comunicación.
Con la tasa de 2 % se grava la inscripción de la hipoteca, no su reinscripción, indicó el funcionario.
La recaudación de impuestos por parte de la DGII ha mostrado resultados positivos. Entre enero y abril de este año, la entidad tributaria ha registrado ingresos por 200,145.43 millones de pesos, unos 38,641.0 millones de pesos por arriba de los 161,504.45 millones de pesos previstos en ese periodo.
La recaudación tributaria representa actualmente alrededor de un 90 % de los ingresos fiscales del Gobierno dominicano. El Estado dominicano, según lo definido en el Presupuesto General del Estado 2021, estima recibir este año un total de 656,616.4 millones de pesos para el cierre del año.Las vías alternativas
Las autoridades, además de los recursos derivados de la recaudación tributaria, han enfocado sus energías en ingresos que no necesariamente son recurrentes, como la amnistía fiscal, la revalorización patrimonial y el pago a través de facilidades por deudas atrasadas de contribuyentes. A través de la Ley 46-20 de Transparencia y Revalorización Patrimonial, reintroducida por la Ley 07-21, ingresaron al fisco 11,818.6 millones de pesos desde marzo del 2020 hasta abril del 2021.
Otra vía es el combate al comercio ilícito. Este martes la Dirección General de Aduanas firmó un convenio con tabacaleras para controlar el mercado ilegal de cigarrillos. El director general de Aduanas, Eduardo Sanz Lovatón, resaltó que durante su gestión los decomisos de estos productos han aumentado en más de un 60 %.
Con el acuerdo la autoridad aduanera espera ejecutar acciones que ayuden a combatir la evasión fiscal, el contrabando y el comercio ilícito de productos derivados del tabaco.
