| El proyecto del Complejo Hidroeléctrico Las Placetas es una obra de ingeniería que se inició en el 2005, en el periodo de gobierno de Leonel Fernandez, pero fue paralizada durante los mandatos de Danilo Medina y retomada a la llegada al poder del actual presidente Luis Abinader.El proyecto inicial estaba previsto para una potencia total de 87 MW; a un costo de US $285,000,000.00. Luego de varias revisiones, éste ha sido rediseñado para generar 300 megavatios. Con el incremento de 213 MW, ésta se convertiría en la hidroeléctrica más grande del Caribe; pero también su costo subiría. Se estima que este estaría entre los 850 y 1000 millones de dólares.En este complejo hidroeléctrico pretende represar las aguas de los ríos Bao y Jagua, aniquilando el ecoturismo de la zona y causando daños irreversibles a la biodiversidad de la parte alta de la Cordillera Central.La ejecución de ésta obra afectará al Parque Nacional Armando Bermúdez; violando así a la ley 202-04, la cual fue emitida para las áreas protegidas del país.Ante esta situación las organizaciones socio-ambientales de La Sierra se mantienen firmes solicitando al gobierno que busquen otras alternativas energéticas que no pongan en peligro la ecología de la zona.Una de las alternativas, con la cual se obtendría la misma cantidad de energía que generaría la odiosa hidroeléctrica de Las Placetas, sería la colocación de paneles solares sobre el lago de la presa de Monción. Esta se ubica en una zona semidesértica y de alta radiación.Mientras la Empresa de Generación Hidroeléctrica Dominicana (EGEHID), quien lleva a cabo el proyecto, continúa con sus planes de destruir la zona ecológica (solo piensa en las jugosas ganancias que obtendrían),el Ministerio de Medio Ambiente se mantiene al margen. El Plan Sierra, la entidad que se supone debería velar por la protección de los recursos naturales se ha colocado del lado de la empresa DESTRUCTORA.¿Que es energía renovable?Según la revista científica SciDevNet deberíamos ser más cautelosos al usar la palabra ‘renovable.En un reciente conversatorio sobre energías renovables, el ingeniero Elly Ramírez de la Sociedad Ecológica del Cibao, las define como obtenidas a partir de recursos considerados inagotables, como el agua, el sol y el viento. Ramírez explica que las minihidráulicas de menos de 10 MW, son consideradas como energía renovable, al contrario de las grandes presas que producen energía limpia pero no renovable; esto es debido a los daños que su construcción y los sedimentos que producen le provocan al medio ambiente. De acuerdo a esta definición, en la actualidad la generación de energías renovables en el país, ronda el 15% de la producción total. Advertencias sobre la construcción de grandes hidroeléctricas Según un informe de la Universidad de Naciones Unidas (UNU-INWEH), la sedimentación puede reducir la capacidad de almacenamiento de la presa. “Si no se eliminan, la estructura se vuelve obsoleta”, mientras los costes de mantenimiento y reparación aumentan a medida que los embalses envejecen.Un artículo publicado en la revista Global Change Biology, en el 2017, alerta sobre los riesgos que supondría el desarrollo de proyectos de grandes presas hidroeléctricas. “A pesar de su flexibilidad, la producción de energía hidroeléctrica conlleva riesgos sociales, económicos y ecológicos que deben considerarse cuidadosamente antes de invertir en el desarrollo de proyectos hidroeléctricos”, añade el autor del trabajo, Virgilio Hermoso López, que es investigador del Centro Tecnológico Forestal de Cataluña. “Los ríos sostienen una porción muy significativa de la biodiversidad acuática global, así como importantes servicios ecosistémicos para millones de personas. Se estima que el impacto de las presas en la pesca de agua dulce, y en la actividad agrícola y ganadera, afecta a unas 500 millones de personas en todo el mundo”, explica Hermoso López. La imagen de energía limpia de las hidroeléctricas se ha ido deteriorando con el tiempo, debido a las críticas sobre el impacto de estas estructuras en el medio ambiente y las vidas de los pobladores desplazados por su construcción. Contradicciones en las agencias gubernamentales En declaraciones recientes el ministro de Energía y Minas, Antonio Almonte, afirmó que el único camino que tiene la República Dominicana para contrarrestar la crisis de los combustibles en el mercado internacional es mediante el estímulo e impulso de la producción de las energías renovables. El ingeniero Almonte resaltó que el compromiso del presidente Luis Abinader en materia energética ha sido seguir promoviendo la producción eléctrica de fuentes limpias para en algún momento lograr la autonomía energética; y que las autoridades del sector eléctrico dominicano están comprometidas en seguir impulsando la producción de las energías renovables como las fotovoltaicas y solar, que no dependen de las importaciones, sino del viento y del sol.
