Organizaciones sociales preocupadas ante descuido de la salud Mental en el país

Santo Domingo, D.N.- En la antesala del Día Mundial de la Salud Mental, las organizaciones que conforman la Alianza por el Derecho a la Salud (ADESA), mostraron preocupación ante la débil atención y poca coordinación con los diversos sectores que forman parte de las decisiones nacionales en torno a la respuesta a la salud mental y las secuelas dejadas por el COVID-19 en el país.

Durante rueda de prensa en la que la coalición alertó sobre la necesidad de que el gobierno priorice la atención a la salud mental, ADESA insistió además en que tratar esta condición   tiene un valor intrínseco y fundamental y es parte integral de bienestar general, por lo que garantizar su promoción, prevención y atención resulta indiscutible y urgente. 

Los psicólogos Wendy Alba y Jairo Mercedes, quienes hablaron en representación de la Alianza, explicaron que la salud mental está determinada por una compleja interacción de factores de estrés y vulnerabilidades individuales, sociales y estructurales, por lo que la exposición a circunstancias económicas, geopolíticas y ambientales desfavorables, como la pobreza, la violencia, la desigualdad y la degradación del medio ambiente, también aumenta el riesgo de sufrir afecciones de salud mental.

Según Jairo Mercedes, en un reciente informe mundial sobre la situación de salud mental titulado: Transformar la Salud Mental para Todos, la Organización Mundial de la Salud (OMS), estima que “tanto la ansiedad como los trastornos depresivos han aumentado en más del 25% durante el primer año de la pandemia. Al mismo tiempo, aclara, que la brecha de tratamiento para las afecciones de salud mental se ha ampliado.”

El destacado experto en el comportamiento humano, puntualizó que, a pesar de la magnitud del problema, la inversión en salud mental en República Dominicana, en su punto más alto ha alcanzado únicamente el 0.73% del gasto total en salud, sin compensar ni en la menor medida el límite inferior de los costos asociados a la falta de atención a los trastornos en salud mental.

Otra preocupación que resalta,  es que aunque el país cuenta con un marco legal, un Plan Nacional de Atención a la Salud Mental elaborado por el Ministerio de Salud Pública y otros instrumentos de políticas públicas que sustentan intervenciones sectoriales, el nivel de implementación de las medidas establecidas en las políticas, normas y protocolos es desconocido ya que el país,  a la fecha, no cuenta  con datos sobre el monitoreo de ejecución ni tampoco cuenta con estadísticas formales que permitan tener estimaciones nacionales para la toma de decisiones.  

Mientras, la psicóloga Wendy Alba, consideró que es hora de actuar para impulsar programas de promoción y prevención de la salud mental por lo que se requiere se adopten medidas coordinadas con distintos sectores, incluyendo el involucramiento responsable de áreas como la educación, el trabajo, justicia, transporte, medio ambiente, vivienda y protección social, todos desde una coordinación multisectorial.

Alba, resaltó también que ADESA, como espacio que agrupa más de 57  organizaciones a nivel nacional, hace un llamado urgente al Gobierno dominicano para que exprese su compromiso con la mejora de la salud mental a través de la oportuna inversión de recursos económicos y humanos que permitan acelerar una respuesta nacional al tema, y así   impulsar  una articulación nacional basada en fortalecer el liderazgo de todos los sectores y que esta respuesta se enfoque en las comunidades garantizando la promoción, la prevención y la atención oportuna a la población.

‘Sin inversión a la salud mental no podremos transformarla, sin transformar la salud mental y garantizar el bienestar como un derecho humano fundamental condenaremos a toda la sociedad al caos y la desesperanza’.  Nos unimos al llamado mundial de la OMS de “Hacer de la salud mental y del bienestar para todos, una prioridad global” concluyó la también investigadora.  

En este sentido, ADESA hace las siguientes recomendaciones

1)     Impulsar un espacio único para la articulación de una respuesta nacional a la salud mental encabezado por el Ministerio de Salud Pública, el Servicio Nacional de Salud, todos los ministerios, alcaldías, organizaciones de la sociedad civil y sector privado.

2)     Incorporar la salud mental desde la atención primaria y el trabajo de los psicólogos en promoción y prevención en salud mental.

3)     La implementación y actualización del Plan Nacional de Salud Mental con énfasis en la promoción y prevención de la salud mental en el entorno comunitario-desde el territorio.

4)     Cobertura de la Seguridad Social, incluyendo el Seguro Familiar de Salud para ampliar catálogo de servicios para salud mental.
