Hospitales públicos reducen 31% mortalidad materna y 25% mortalidad neonatal

SANTIAGO DE LOS CABALLEROS, República Dominicana, 27 de octubre de 2019 – Los hospitales de la Red Pública de Servicios de Salud redujeron 31% la mortalidad materna, es decir 33 madres menos fallecidas y un 25% la mortalidad neonatal, 500 niños menos que murieron al 18 de octubre de este año, en comparación con igual período del 2018.
Estas cifras se deben, en gran parte, a acciones implementadas en los 24 hospitales que registran más del 70% de los nacimientos, los que exhiben significativos avances en la mejora de la calidad de atención materna y neonatal, según los resultados de la observación de la práctica clínica realizada por el Fondo de las Naciones Unidas para la Infancia (UNICEF) y el Servicio Nacional de Salud (SNS).
Durante el fin de semana, cada centro presentó sus resultados en una jornada en la que hospitales de la Región Enriquillo, que comprende las provincias Barahona, Bahoruco, Independencia y Pedernales, mostraron la mayor reducción en mortalidad neonatal del país, un 46% con relación al pasado año.
En mortalidad materna, la mayor disminución la presentan hospitales de Azua, San Juan y Elías Piña, pertenecientes al Servicio Regional de Salud El Valle, con un 61% en comparación con el año 2018.
Mientras que, en los hospitales de Santo Domingo y Santiago, que realizan más del 55% de los nacimientos del país, se registra la mayor reducción de muertes maternas y de recién nacidos, ya que disminuyeron a un 41% la mortalidad materna, en la Región Metropolitana y 33% la neonatal, en la Región de Salud Norcentral.
Durante las palabras de apertura, el director del SNS, Chanel Rosa Chupany, destacó que estos indicadores continúan en descenso pese a la temporada alta de nacimientos, que se registra en los meses de agosto a octubre. “El reto que tenemos para el 2020 es más desafiante porque es superar la reducción alcanzada este año”, agregó.
De su lado, la representante en el país de UNICEF, Rosa Elcarte felicitó al SNS por los logros alcanzados en los 24 hospitales priorizados y destacó que “no solo están disminuyendo las cifras, sino que desde hace 20 años no reducían”.
A la jornada también asistió Mauricio Ramírez, Coordinador Residente del Sistema de las Naciones Unidas en República Dominicana, quien saludó la iniciativa de rendir cuentas y señaló que “asegurar las metas de los Objetivos de Desarrollo Sostenible de reducir las tasas de mortalidad, la materna a menos de 70 por cada 100,000 nacidos vivos y la neonatal a menos de 12 por cada 1,000 nacidos vivos, es un trabajo posible que requiere de mucho compromiso y una gran responsabilidad profesional, ética y moral”.
Principales intervenciones
Las observaciones se realizan a los servicios de consulta prenatal, preparto, parto, atención inmediata al recién nacido, pos alumbramiento y lactancia materna.
Las principales acciones implementadas en estas áreas de los referidos hospitales son contratación de más de 1,500 especialistas, capacitación de 1,300 colaboradores, desarrollo e intercambio de buenas prácticas, control de normas de bioseguridad, cumplimiento de guardias presenciales, psicoprofilaxis del parto, recordatorios visuales, dotación de equipos e insumos, monitoreo interno, acompañamiento de doulas, información a las madres sobre cuidado de recién nacido, salas de lactancia, entre otras.
De igual manera, se compartieron desafíos y asumieron compromisos para reducción de cesáreas, fortalecer adherencia a protocolos, aumentar la promoción de lactancia materna, expandir el programa mamá canguro, realizar monitoreo en Centros de Primer Nivel y el cumplimiento de los criterios de evaluación de la consulta prenatal, para reducir la prematuridad y el manejo de los trastornos hipertensivos del embarazo.
En la jornada realizada en Santiago, participó personal de la gerencia del SNS, los nueve gerentes Regionales de Salud y sus técnicos materno infantiles, además de directores, jefes de Obstetricia, Perinatología o Pediatría de los 24 hospitales priorizados.
Apoyo empresarial
La representante de UNICEF, Rosa Elcarte, agradeció a las empresas Fundación Rica, Marítima Dominicana, Grupo Ramos y Banco BHD León por el sostenido apoyo financiero a la iniciativa “Madres y Recién Nacidos bien cuidados” para promover las acciones dirigidas a la reducción de la mortalidad materna y neonatal en el país.
Aseguró que la contribución de estos donantes locales permite que UNICEF continúe programando actividades de mejora de la calidad de los servicios en los hospitales.
El director de la Fundación Rica, Wenceslao Soto, asistió en representación del sector privado que apoya a UNICEF y destacó la importancia de contribuir a la reducción de la mortalidad materna y neonatal, por lo que insistió en la necesidad de que más empresas se sumen a esta causa que salva y transforma vidas.

Región Metropolitana: De la Mujer Dominicana, Reynaldo Almánzar, La Altagracia, Engombe, Boca Chica, San Lorenzo de Los Mina, Ángel Contreras y Vinicio Calventi.
Valdesia: Nuestra Señora de Regla y Juan Pablo Pina; Norcentral: Ricardo Limardo y Estrella Ureña; Nordeste: San Vicente de Paúl y Leopoldo Pou; Región Enriquillo: Jaime Mota y General Melenciano.
Región Este: La Altagracia de Higüey, Francisco Gonzalvo y Antonio Musa; Cibao Central: Luis Morillo King; Cibao Occidental: José Francisco Peña Gómez; El Valle: Rosa Duarte, Alejandro Cabral y Taiwán.
La primera jornada para monitoreo y evaluación de las observaciones de la práctica clínica de los servicios materno- neonatal, se realizó en mayo y la próxima está prevista para marzo 2020.
