Santo Domingo. – El doctor Carlos Pimentel asumió este lunes como director de la Dirección General de Contrataciones Públicas y se comprometió a trabajar por un Sistema que contribuya al desarrollo económico y social de la República Dominicana, teniendo como pilares la transparencia, eficiencia y la igualdad de oportunidades.
“Creo firmemente en que un Sistema de Compras y Contrataciones Públicas transparente, sostenible, eficiente e inclusivo y una sana administración de los recursos del Estado contribuyen al desarrollo de nuestro país, y, por ende, a mejorar la vida de todos los ciudadanos y ciudadanas. Este será el norte de esta nueva gestión”, manifestó el nuevo Director General de Contrataciones Públicas.
Pimentel, designado mediante el decreto No. 329-20 y juramentado por el ministro de Hacienda, Jochi Vicente, estuvo acompañado de las nuevas Subdirectoras de la Dirección General de Contrataciones Públicas, doctoras Ruth Henríquez y Crystal Fiallo, quienes fueron designadas mediante el decreto No. 348-20.
Durante el acto protocolar, Pimentel afirmó que “sabemos los grandes retos, conocemos el compromiso que tenemos por delante con el país y con la sociedad y estamos conscientes de que esta espera mucho de nosotros”.
“Estoy convencido de los valores institucionales, de la calidad de los servidores públicos de esta institución que han dedicado tiempo y esfuerzo en capacitarse para poder aportar en un área que no es común en la administración pública. Esta es un área que necesita de una especialización para poder contribuir a la implementación de normas y políticas que garanticen la eficiencia, la igualdad y la transparencia en las contrataciones públicas. Juntos trabajaremos por continuar impulsando nuestro Sistema de Compras y Contrataciones”, apuntó el funcionario.
El Director señaló que ya tienen identificado algunos retos y áreas donde se debe prestar atención. Destacó que ese es el compromiso, porque cree en la continuidad del Estado.
“Desde ya realizaremos los esfuerzos para impulsar una reforma de la Ley 340-06 sobre Compras y Contrataciones de Bienes, Servicios, Obras y Concesiones, a fin de lograr mayor fortaleza e incidencia de este organismo”, precisó Pimentel.
Recordó que dentro de sus primeras acciones está establecer mecanismos de colaboración y coordinación con el Ministerio Público, la Contraloría General y la Cámara de Cuentas, y tomar las previsiones de políticas y herramientas que permitan la detención temprana de posibles irregularidades e intentos de violaciones a procesos normativos por conflictos de intereses y compatibilidades.
“Nosotros creemos que las instituciones no nos pertenecen, sino que solamente pasamos por ellas y dejamos un legado; debemos pues continuar transitando ese camino, tenemos un compromiso con el país, con la sociedad y con los servidores públicos; nosotros creemos en la institucionalidad”, resaltó.
En el acto de juramentación estuvo presente una comisión de colaboradores/as de la Institución.
