En algunas ciudades del mundo, averiguar cómo desplazarse de un punto a otro es tan sencillo como abrir un teléfono inteligente y buscar una ruta. Es probable que —si estás leyendo esto en un teléfono inteligente— también uses  diariamente aplicaciones de mapas, autobuses y tránsito para saber a qué hora llega el próximo bus, cuál es la ruta más corta o qué tan congestionado está el tráfico al salir de la oficina. 

Sin embargo, en otras ciudades como Santiago de Caballeros en República Dominicana, esto representa todo un desafío. Y uno bastante grande.

Santiago es la segunda ciudad más importante del país, con un poco más de un millón de habitantes, de los cuales 65% se desplaza a diario usando transporte público. Su red de transporte público está formalizada, pero aún no tiene un mapa oficial. Es decir, no hay datos digitales de transporte público y los pasajeros que desean usarlo no encuentran información o señales sobre rutas y paradas; tampoco pueden acceder a horarios de llegada o salida. Hoy por hoy, la manera más común es preguntar a otras personas.

La falta de información —y de un mapeo completo y confiable— del transporte público de la ciudad afecta seriamente la movilidad de los ciudadanos, limitando el acceso a oportunidades, especialmente para las personas de bajos recursos. «Yo como residente de Santiago en ocasiones me he tenido que trasladar usando transporte público y me he visto perdido, sin saber dónde cogerlo o a dónde voy», cuenta Miguel Moya, estudiante de la Pontificia Universidad Católica Madre y Maestra (PUCMM) de Santiago.

La generación de datos de transporte público tiene un costo elevado que supera en muchos casos el presupuesto de los gobiernos locales. Ante esta falta de recursos, el mapeo comunitario se presenta como un método de bajo costo para la generación de información sobre las condiciones de movilidad. Ésta fue la solución que propusimos en Santiago de los Caballeros, mira aquí cómo funcionó. 
 


MAPEANDO SANTIAGO

Nadie conoce mejor el espacio y los servicios urbanos que las personas que los usan a diario, pero cuando se trata de planificar el transporte público no es común que los ciudadanos participen en el proceso. El sector transporte es frecuentemente criticado por ser demasiado tecnocrático, donde los modelos usados en la planificación son considerados inaccesibles por la mayoría de la población. 

Para solucionar esto, la participación ciudadana representa una manera innovadora, a través de la cual los habitantes de una ciudad pueden, efectivamente, integrarse en la planeación de políticas públicas. Mediante la aplicación de metodologías de colaboración y tecnologías abiertas, la producción colectiva de información puede aportar datos útiles de manera masiva con un bajo costo para los gobiernos.

Con el objetivo de cerrar la brecha de datos de transporte público en Santiago y crear oportunidades de participación ciudadana directa, el Banco Interamericano de Desarrollo, en colaboración con las autoridades municipales, el Consejo para el Desarrollo Estratégico de Santiago (CDES), la PUCMM, operadores, usuarios del transporte y la sociedad civil, crearon un piloto de mapeo comunitario, Mapeando Santiago, en el cual la tecnología cívica y las metodologías participativas jugaron un papel fundamental.

El proyecto incluyó capacitaciones, mapeos de las rutas de transporte público, procesamiento de datos, un análisis de las condiciones de accesibilidad para personas con discapacidad y una evaluación de las condiciones de seguridad para ancianos y discapacitados. Esto, claro, con la participación de numerosos actores locales a cada paso.

“Con Mapeando Santiago, pusimos especial énfasis en entender y servir a los usuarios de transporte regulares, y en hacerlos partícipes de cada paso del proyecto. Trabajamos con las autoridades municipales y académicas, con operadores y usuarios de transporte, y con representantes de grupos de personas con discapacidad para asegurar que el mapeo fuera un proyecto verdaderamente comunitario”, dice Patricio Zambrano, especialista de la División de Vivienda y Desarrollo Urbano del BID. «Lo que tratamos de impulsar es el mapeo colaborativo, es decir, utilizar el poder de las tecnologías abiertas para incluir a la mayor cantidad de gente en el proceso, y al final del día, compartir toda la información generada con la mayor cantidad posible de gente».

Ante el explosivo aumento de los teléfonos inteligentes, el mapeo de Santiago se realizó a través de una app llamada MapMap. Esta app permite recolectar datos georeferenciados de rutas de transporte público de manera sencilla, la que fue desarrollada por la comunidad de Codeando Xalapa —para resolver un problema similar al de Santiago— en una iniciativa de mapeo comunitario entre 2016 y 2017 en la capital del estado de Veracruz en México. MapMap, junto a otras herramientas, está disponible en código abierto en nuestra plataforma Código para el Desarrollo.

El piloto de Santiago fue un éxito. Combinando el conocimiento local con el apoyo técnico del BID se consiguió mapear 29 rutas urbanas, 25 ramales de estas rutas y 6 rutas estatales en apenas 5 días. Uno de los resultados más importantes del mapeo colectivo fue el diseño del primer mapa de tránsito de Santiago, basado en los datos recopilados de manera colectiva.

En el futuro, los datos quedarán abiertos para que otros puedan usarlos, tanto los gobiernos como sociedad civil o empresas. De esta forma, Santiago de los Caballeros se ha convertido además en la primera ciudad del Caribe donde estará disponible la información digitalizada de su transporte público, convertida al formato GTFS –un estándar usado por agencias de transporte en el mundo entero– y usada por motores de búsquedas como Google.


DATUM: EL FUTURO DE LA MOVILIDAD EN AMÉRICA LATINA

La falta de información del transporte público no es un problema exclusivo de Santiago, sino más bien un problema común de ciudades medianas y en crecimiento de todo el mundo. ¿Cómo podemos facilitar la recolección de datos comunitarios y uso público en movilidad urbana para más ciudades?

Desde el BID, en colaboración con el Instituto Tecnológico de Massachussets (MIT), la Universidad de Columbia en Nueva York, el World Resources Institute de México, Master Card y la red de 100 ciudades resilientes, creamos una red de conocimiento sobre políticas, datos y movilidad, enfocada en ciudades de América Latina y el Caribe.

Esta iniciativa de datos abiertos para transporte y movilidad busca acercar metodologías colaborativas y herramientas de software libre a gobiernos y organizaciones de la sociedad civil interesadas en mapear rutas de transporte público en su ciudad, y generar información necesaria para la planeación, al mismo tiempo que se crean espacios de participación ciudadana.
