Organizaciones sociales y grupos vulnerabilizados exigen vistas públicas del proyecto de Ley General de Igualdad y No Discriminación.
Santo Domingo.-A propósito de las controversias y la desinformación generadas alrededor del proyecto de ley presentado por el diputado del Frente Amplio y presidente de la Comisión Permanente de Derechos de la Cámara de Diputados, Juan Dionicio Rodríguez, decenas de organizaciones han reiterado la necesidad de dicha ley para sectores históricamente discriminados.
Es por esto que diversas organizaciones, movimientos sociales y personas de la sociedad civil a partir de este lunes 19 de octubre estarán solicitando un espacio para que se les escuchen a través de vistas públicas como lo consagra la constitución dominicana; enviando comunicaciones dirigidas al Presidente de la Cámara de Diputado Alfredo Pacheco y al Presidente de la Comisión Permanente de Derechos Humanos Juan Dionicio Rodríguez Restituyo.
El conjunto de organizaciones en su comunicado reiteraron que cada vez son más los casos de violación de derechos vividos por poblaciones vulnerabilizadas en el país sin que hasta el momento exista un régimen de consecuencia para quienes cometen estos actos y que laceran la dignidad, el buen desempeño y la calidad de vida de miles de ciudadanos.
Citaron como ejemplo de frecuentes discriminaciones a personas adultas mayores y también personas jóvenes, o casos de discriminación racial, por las condiciones económicas (empobrecimiento), por condiciones de salud, orientación sexual, identidad de género, enfermedad y por orientación social.
“A todas las personas nos han discriminado en algún momento de nuestras vidas, pero a otras le ha ocurrido durante una buena parte de su vida e inclusive durante su vida completa, por esa y otras razones, es importante recordar que la resiliencia no es una obligación, ni un deber, sino una opción que las personas pueden asumir para resistir y sobrevivir socialmente”, aclararon en su comunicado de prensa.
Los diferentes grupos que se encontran impulsando la ley y que afirman sentirse representados en ella, aprovecharon para invitar a la ciudadanía a conocer el proyecto de ley y no permitir que se les desinforme y se les manipule por medio de argumentos sin fundamentos que no guardan relación con el anteproyecto.
Entre estos se incluyen, a manera de enunciación no limitativa, a las mujeres, niños/niñas y adolescentes, jóvenes en riesgo social, personas con discapacidad, personas mayores, personas de diversas orientaciones sexuales e identidades de género, personas viviendo con VIH/Sida, trabajadoras (es) sexuales, migrantes, afrodescendientes, personas que usan droga, personas privadas de libertad o que han cumplido condena, tal como lo contempla la propia ley.
Discriminaciones a la vista
Jorge, un joven afrodescendiente de 29 que es del municipio de Los Alcarrizos y cuenta que en más de una ocasión ha sido discriminado por el hecho de llevar perforadas las orejas, estas discriminaciones van desde acceder a servicios de salud hasta optar por un trabajo digno a pesar de ser técnico profesional.
“pienso que mi apariencia o como prefiero vestirme no me hacen inferior a los demás, yo apoyo que aprueben la ley de no discriminación para que más jóvenes como yo podamos salir del hoyo donde la sociedad nos tiene sepultados”, agregó Jorge.
Grupos en situación de vulnerabilidad son aquellos grupos que, en razón de su edad, orientación sexual, identidad y expresión de género, condición de salud física o mental, o por circunstancias sociales, económicas, de origen, ascendencia, nacionalidad y/o culturales, entre otras, encuentran especiales dificultades para ejercer con plenitud los derechos reconocidos por el ordenamiento jurídico debido a prácticas históricas de discriminación y exclusión; como lo expresa el proyecto de Ley General de Igualdad y No Discriminación.
