Los encuentros desarrollados en Santo Domingo, Santiago y Barahona forman parte de la campaña social Gestiona Con Calidad promovida por organizaciones de la sociedad civil con el apoyo de la Unión Europea
Santo Domingo.- Con el objetivo de conocer y analizar desde diferentes enfoques los avances en la mejora a la calidad de los servicios públicos y contribuir al debate público sobre la Reforma en la Administración Pública, Participación Ciudadana, Ciudad Alternativa y Fundación Solidaridad realizaron dos foros sobre la calidad de los servicios en la administración pública.
Joseph Abreu, Coordinador General de Participación Ciudadana, explicó que estas actividades, la primera en Santo Domingo y la segunda en Santiago, forman parte del componente de Sociedad Civil del Programa de Apoyo a la Reforma de la Administración Pública y a la Calidad del Servicio Público (PARAP II)
Señaló que el Estado Dominicano tiene, como parte de sus responsabilidades fundamentales, el deber de garantizar los derechos sociales.
Mientras que Ricardo Gonzales, director ejecutivo de Ciudad Alternativa, agregó que la obligación legal y constitucional que tiene el Estado de proveer servicios públicos de calidad debe, además, garantizar la igualdad de género.
“La reforma de la administración pública debe darse incluyendo la calidad de los servicios y hacer esto sin una perspectiva de género no es posible”, enfatizó.
De su lado, Juan Castillo, Director Ejecutivo de Fundación Solidaridad, destacó la importancia que tiene el conocimiento y actualización de los marcos jurídicos referentes a la administración pública.
Al respecto se pronunció María Luisa Benítez Donoso, jefa de la Sección de Política, Comunicación e Información de la Delegación de la Unión Europea en República Dominicana, quien destacó la importancia del fortalecimiento de la estructuración de los servicios ofrecidos por las Instituciones Públicas a la ciudadanía como una prioridad para alcanzar el desarrollo.
«Desde la Unión Europea estamos aspirando a la construcción de una ciudadanía empoderada y la consolidación de un Estado democrático y de derechos» explicó.
En los foros se presentaron varios estudios, incluyendo uno sobre el cumplimiento de la Ley Orgánica de Administración Pública No. Ley247-12, autoría de Logia Grullón, Consultora.
Además se realizaron varios paneles con el tema “Mejora en la calidad de los servicios Públicos”, que contaron con la participación de Johanna Guerrero Carrero , Directora de Diseño y Mejora de Servicios Públicos del MAP; Faustino Collado, Ex coordinador de Participación Ciudadana; Cristian Sánchez Reyes, Director General del Instituto Nacional de Administración Pública; Pedro Hernández, de la Liga Municipal Dominicana y Bernardo Matías, de la Sociedad Civil.
Otro de los paneles se centró en Mejoras en las Políticas públicas en violencia contra la mujer en base al género. En este participaron Altagracia Peña del Ministerio de la Mujer; Josefina Reyes, feminista, miembro del Consejo de Participación Ciudadana; Gladisleny Núñez, Encargada de Unidad de Atención a Víctimas de Género, Intrafamiliar y Delitos Sexuales de la Procuraduría General de la República Dominicana y Ana Vásquez, del Centro Integral para el Desarrollo Local.
Finalmente se realizó la presentación de la campaña Generando Servicios de Calidad y un estudio sobre “Diagnóstico de violencia de género en tiempos de COVID-19, y la implementación del proceso de veeduría con enfoque de género, de los servicios para supervivientes de violencia en base al género”, autoría de Katia Lambis, Consultora.
