Santo Domingo.- El presidente de la Junta Central Electoral (JCE), Román Andrés Jáquez Liranzo, afirmó que las designaciones de la Resolución 11-2022, de la conformación de 58 Juntas Electorales, no se bastan por sí solas, sino que se debe cumplir con lo establecido en la Ley 15-19 y «pasar el cedazo” del artículo 43.
“La propia resolución especifica claramente lo que establece el artículo 43: “Los miembros titulares y suplentes de las Juntas Electorales podrán ser impugnados por quien así lo estime, mediante un escrito motivado que será dirigido a la JCE, dentro de los diez días siguientes a las designaciones. Vencido el plazo, la JCE dentro de las 24 horas enviará copia por Secretaría de ese escrito a los partidos, agrupaciones y movimientos políticos, donde cualquier persona y los partidos políticos pueden impugnar a esos designados”, explicó Jáquez Liranzo durante el reinicio de recepción de propuestas para completar los aspirantes a Juntas Electorales en diferentes localidades del país.
Dijo que, una vez agotada la etapa señalada, dentro de un plazo de ocho días “la JCE convocará a una audiencia pública en la sede central con los partidos, agrupaciones y movimientos políticos para que se conozcan todas las impugnaciones y ahí todos los delegados ante la JCE podrán ir a sustentarlas. Luego la JCE dispondrá de ocho días más para entonces decidir definitivamente quién se queda y quién se va de los designados en la Resolución 11-2022. Es un debido proceso”.
El presidente de la JCE recordó que, desde octubre de 2021 hasta marzo de este año, se recorrieron las 158 Juntas Electorales y el Distrito Nacional, así como 21 Oficinas de Coordinación de Logística Electoral en el Exterior (OCLEE), donde las organizaciones políticas, representados por sus delegados ante las Juntas Electorales presentaron sus propuestas e hicieron las observaciones y objeciones que entendieron de lugar.
«Fue un proceso amplio y transparente que culminó en marzo de 2022. Fueron seis meses escuchando propuestas, observaciones y objeciones de los delegados de los partidos políticos acreditados ante cada Junta Electoral», dijo.
Jáquez Liranzo añadió que para la conformación de Juntas Electorales se están tomando en cuenta las propuestas formuladas por los partidos, agrupaciones y movimientos políticos, así como la comunidad de cada municipio y, en sentido general, la participación de hombres, mujeres y jóvenes que reúnan los requisitos de ley.
