Jáquez Liranzo afirma a JCE no le temblará el pulso para denunciar y constituirse en parte ante tribunales por crímenes y delitos electorales
Insiste en llamado a la participación en transparencia y confiabilidad del proceso electoral
Providence, EE.UU.- El presidente de la Junta Central Electoral, Román Andrés Jáquez Liranzo aseguró que, “a la Junta Central Electoral, las Juntas Electores y a las Oficinas de Coordinación de Logística Electoral en el Exterior (OCLEE), no les temblará el pulso para denunciar y constituirse en parte del proceso penal ante las violaciones a la norma penal electoral en cualquier modalidad delincuencial, provenga de donde provenga y sin importar el nombre y el apellido”.
Enfatizó que, una democracia sin consecuencias ante la posible violación a la voluntad del pueblo, a la transgresión de la integridad de las elecciones, a querer debilitar el sufragio en el exterior, no es democracia.
“Les garantizamos que la Junta Central Electoral será guardiana pretoriana, será el soldado defensor de la conquista del voto en el exterior que ha costado bastante trabajo”, destacó.
Jáquez Liranzo refirió que a partir de las próximas elecciones los crímenes y delitos electorales, serán juzgados por los tribunales penales ordinarios y no por el Tribunal Superior Electoral, y explicó que esto será así, a raíz de una decisión del Tribunal Constitucional, emitida en diciembre pasado.
“Es importante que se sepa que la Junta y sus dependencias tenemos la obligación de denunciar los delitos electorales ante el Ministerio Público y que es obligación del Poder Judicial, juzgar los delitos y crímenes”, dijo en el reinicio de la ruta de conformación de las OCLEE en las ciudades de Boston y Providence, en Estados Unidos.
Al pronunciar las palabras centrales de ambas actividades, el presidente de la JCE, centró sus mensajes en afirmar que la democracia se fortalece con el involucramiento de sus hombres y mujeres y llamó a la participación, en procura de la transparencia y la confiabilidad del proceso electoral.
“Los procesos electorales se hacen transparentes y confiables en la medida que la ciudadanía camina de la mano con la participación. Se confía más en lo que se hace, se confía más cuando se es parte, se confía más cuando se aporta, se confía en la democracia cuando se vive y se exige la democracia porque la democracia, al final del día, es Patria”, insistió.
En relación al proceso de escogencia de los miembros de las OCLEE reiteró que primará la evaluación correspondiente y que no existirá, en ningún caso, la palabra repartición.
Explicó que luego de que se complete el proceso de propuestas, el Pleno realizará su escogencia apegado a los principios democráticos, publicará la elección con un plazo para las impugnaciones y otro para que los impugnados se defiendan, y, finalmente, JCE tomará su decisión definitiva.
Jáquez Liranzo dijo a los participantes en la recepción de propuestas de Providence, que el paso siguiente a la elección definitiva será la formación en los aspectos fundamentales de la administración electoral y la justicia electoral, conforme a los niveles académicos de quienes resulten seleccionados, ya sean profesionales o bachilleres, con la impartición de especializaciones, diplomados y talleres que serán impartidos por la Escuela de Formación Electoral y del Estado Civil (EFEC).
Este cuarto y último recorrido de recepción de propuestas continuará por las ciudades de Washington, Philadelphia, New Jersey y New York, donde cierra.
De su lado, el miembro titular Samir Rafael Chami Isa dijo que el actual Pleno de la JCE tiene un interés marcado en la conformación de las OCLEE, de cara a las elecciones del 2024 y ejemplo de ello es que asumieron de manera personal el proceso en las 38 juntas electorales en República Dominicana.
“Cuando se da la oportunidad de conformar las Juntas Electorales el Pleno decidió ser parte de la comisión y además de ser parte decidió integrar dos miembros suplentes y eso habla de la importancia que tiene la institucionalidad y la democracia para el proceso electoral próximo”, expresó.
Acompañan al presidente de la JCE los miembros titulares Samir Rafael Chami Isa y Patricia Lorenzo y el director de Voto en el Exterior, Well Sepúlveda. Además, forman parte de la delegación las directoras de Comunicaciones, Suedi León, y de Protocolo, Arlen Patricia Regalado.
