Santo Domingo, D. N. Con el propósito de armonizar la legislación del país en materia de Calidad,  el Instituto Dominicano para la Calidad (INDOCAL) inició los talleres de socialización de la Guía de Buenas Prácticas de Reglamentación Técnica (BPRT) con las instituciones u organismos vinculados a las regulaciones de bienes del comercio.

La Guía BPRT es un instrumento que busca dar coherencia y uniformidad en la elaboración de los Reglamentos Técnicos, en consonancia con   los compromisos asumidos por República Dominicana en los acuerdos comerciales internacionales para evitar obstáculos innecesarios al comercio nacional y regional.

A través de los Reglamentos Técnicos, se establecen las características de un producto o de los procesos y métodos de producción. También puede incluir prescripciones en materia de terminología, símbolos, embalaje, marcado o etiquetado, aplicables a un producto, proceso o método de producción, o tratar exclusivamente de ellas.

Esta guía de BPRT es un mandato de la ley 166-12 en su artículo 53, donde establece que corresponde a los ministerios del Estado dominicano elaborar sus reglamentos técnicos, y que éstos están obligados a cumplir con las disposiciones formales establecidas en la Guía de BPRT elaborada por el INDOCAL.

Los talleres de socialización iniciaron en el Ministerio de Industria, Comercio y Mipymes (MICM), como ente rector de la industria dominicana.

Los objetivos legítimos para la creación de un reglamento técnico son: la seguridad nacional; la prevención de prácticas que puedan inducir a error; la protección de la  salud o seguridad humana, de la vida o la salud animal o vegetal, o del medio ambiente.
