El ministro Eduardo Selman encabeza la misión que participa en la importante conferencia anual del organismo multilateral.

París, Francia.- El ministro de Cultura, arquitecto Eduardo Selman, afirmó que la República Dominicana desarrolla importantes programas educativos, culturales y ambientales, alineados en más de un 72 % con las metas de los Objetivos de Desarrollo Sostenible (ODS), para lo que está demostrando su sólido compromiso con el cumplimiento de la Agenda 2030.

Selman detalló, en su discurso este lunes 18 de noviembre, los ejes principales de las políticas culturales que ejecuta el Gobierno dominicano al intervenir en la 40Sesión de la Conferencia General de la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO), que se desarrolla en esta ciudad europea desde el pasado 12 de noviembre.

El funcionario dominicano dijo que las acciones emprendidas demuestran el compromiso de República Dominicana con el cumplimiento de la agenda 2030, que está incluida en la Estrategia Nacional de Desarrollo.

Selman manifestó que su país mantiene el compromiso de colocar la cultura como motor del desarrollo sostenible, en consonancia con la ejecución de la Agenda 2030.

Como parte de la aplicación de dicha agenda, dijo, se implementa la Iniciativa Arte 2030, junto a varias instituciones, entre ellas la Comisión Nacional para el Desarrollo Sostenible, el Sistema de las Naciones Unidas (SNU) en la República Dominicana y un conjunto de agrupaciones artísticas nacionales.

También se refirió a los esfuerzos emprendidos, a través del Ministerio de Cultura, para fortalecer la enseñanza artística, a través de las escuelas de Bellas Artes. Informó que se tiene proyectado instalar escuelas de este tipo en las cabeceras de provincias, en un esfuerzo mancomunado con el Ministerio de Educación.

También destacó el Sistema Nacional de Escuelas Libres, un programa relevante, dedicado a la creación en comunidades suburbanas y de bandas musicales infantiles y juveniles, y de escuelas de arte escénica, entre otras manifestaciones artísticas.

Valoró el hecho de que este programa de Escuelas Libres haya sido reconocido por los ministros de Cultura de la Coordinación Educativa y Cultural Centroamericana del Sistema de Integración Centroamericana (CECC/SICA).

Igual habló en el foro de la UNESCO acerca de los planes encaminados a la conservación y salvaguarda del Patrimonio Material e Inmaterial, que ha permitido la puesta en valor de los principales monumentos y sitios históricos.

Entre los centros históricos que han sido de dicho programa de conservación mencionó la Ciudad Colonial de Santo Domingo, Primada de América, la Plaza de la Cultura Juan Pablo Duarte y sus museos, “como parte del programa de  reconstrucción y puesta en valor de infraestructura cultural, que complementa el turismo cultural de República Dominicana”. 

Selman habló de la Creación de la Cuenta Satélite de Cultura por parte del Banco Central de su país, a través de la cual se ha medido la contribución de las Industrias Creativas y Culturales al desarrollo económico y social de la República Dominicana.

“En 2014 el Ministerio de Cultura y el Banco Central, logramos estimar el aporte al Producto Interno Bruto (PIB), en un 2.2%. Actualmente estamos efectuando la tercera medición al 2018, con datos preliminares que proyectan que el gasto en bienes y servicios culturales superará el 3% del Producto Interno Bruto” manifestó el ministro Selman.

Selman también ponderó la iniciativa dominicana de nominar el Sitio Arqueológico de la Villa La Isabela, el primer asentamiento europeo en América, en interés de que la UNESCO lo reconozca como Patrimonio de la Humanidad. 

“El país tiene como prioridad en su política cultural continuar dando los pasos pertinentes hasta lograr la inclusión de La Isabela, en la Lista de Patrimonio Mundial, expresó Selman, quien agregó que se trabaja en atender las recomendaciones del Centro del Patrimonio Mundial de la UNESCO y los Órganos Consultivos de la Convención sobre la protección del patrimonio mundial cultural y natural.

Selman expresó en el foro que la República Dominicana mantiene su compromiso con la ratificación de todas las Convenciones de Cultura de la UNESCO. Dijo que ya cuenta con una hoja de ruta para la ratificación nacional de la Convención sobre la Protección del Patrimonio Cultural Subacuático, el cual fue desarrollado y adoptado con la asistencia técnica de la UNESCO.

Anunció que en el curso del mes de noviembre quedará inaugurado el Museo Subacuático Las Atarazanas Reales (MAR), dedicado a los tesoros y navíos encontrados en el fondo del Mar Caribe, ubicado al alrededor de la Isla de Santo Domingo.

Otra iniciativa del gobierno dominicano en materia cultural es el Programa de Nacional de Proyectos Culturales, el cual expresa la voluntad de promover y proteger la diversidad cultural.

“A través de éste, el Ministerio de Cultura destina fondos en apoyo a las iniciativas culturales que presenten entidades de la sociedad civil, con la intención de financiar el desarrollo de proyectos que estén alineados con la Estrategia Nacional de Desarrollo 2010-2030”, manifestó.

Igual propósito, tiene el Fondo Nacional de Estímulo a la Creación Cultural y Artística, cuyos fines es el de incentivar la creación, la innovación y la práctica profesional en las artes y la cultura.

“Si de estímulo a la creatividad se trata, es necesario subrayar nuestra satisfacción por la designación este año 2019, de Santo Domingo como nuevo miembro de la Red de Ciudades Creativas de la UNESCO, en el ámbito de la música”, expresó.

Dijo que la inclusión en dicha red permitirá fortalecer las alianzas en el sector de las industrias culturales y creativas con nuestros hermanos del Caribe, en el marco de un proyecto de la Oficina Regional de Cultura para América Latina y el Caribe de la UNESCO, el cual contará con financiamiento de la Unión Europea.

En su discurso, el ministro Selman se refirió a los esfuerzo del gobierno que encabeza el presidente Danilo Medina de promover una educación de calidad, destacando que para ello se ha multiplicado la inversión en el sector hasta un 4% del Producto Interno Bruto, se ha desarrollado un programa de alfabetización, que incluye la alfabetización mediática.

El martes 19 de noviembre, el ministro Eduardo Selman participará en la reunión de ministros de Cultura, con la participación de unos 107 dignatarios de igual número de naciones.

La reunión será examinado el lugar de la cultura en las políticas públicas y el desarrollo sostenible, centrándose en en las soluciones que la cultura puede aportar a la hora de abordar los retos actuales y, más concretamente, la consolidación de la paz, la educación de calidad, el empleo y la transformación social y urbana.

Además del  ministro Eduardo Selman, la misión dominicana la integran el embajador dominicano ante la UNESCO, cantautor José Antonio Rodríguez   y el Director de Relaciones Internacionales del Ministerio de Cultura, Billy Hasbun.
